Councilman Ortiz directed staff to hire a homeless coordinator and additional code enforcement personnel to manage the homeless crisis affecting Downey. “While I am a small business advocate, I will always put our community values first. When the controversial Ojos Locos Cantina came before the Planning Commission, I was the only vote against permitting this adult facility from opening across the street from Downey High School.”
